Option to run pixi environment with `--frozen` or `--as-is`

Pixi sometimes takes a while to do pixi shell or pixi run, especially with some issues in pixi unnecessarily invalidating the lockfile. To speed things up, it'd be great if we could have an option in the VSCode extension to choose either --frozen (which assumes the lockfile is up-to-date) or --as-is (which assumes that the lockfile is up to date and installed) in the VSCode extension.
