Adds a source-repository-only skill so maintainers can ask Copilot for project stats or type /sqlsimtools-project-stats. The skill runs scripts/get-project-stats.ps1 -Json, summarizes downloads, website click-throughs, traffic, and repository counts, compares against earlier numbers, and states the caveats. Release packaging copies only named tool skills, so this skill does not ship.
Validation: scripts/validate-plugins.ps1 passes (8 canonical skills); the skill's command runs and parses successfully.
