Ordinary worker resumes previously added a recovery notice for every saved job without a transcript notice marker, even when the exact tool call and final result were already checkpointed. Compaction that removed the marker could recreate the noise.
Reconcile matching returned jobs silently. Report actual restored/changed evidence or newly uncertain outcomes, retaining stable job/call IDs and service provenance. Remember notification identity in the private ledger, but always recheck checkpoint evidence: missing calls/results and old queued receipts are repaired, conflicts fail closed, and interrupted jobs are never replayed. New versioned metadata lets hosts render readable notices without parsing provider-facing safety text.
Validation: 124 passed, 1 optional context-managed integration skipped; includes 15 new recovery cases and mounted-runtime no-execution coverage. Existing process-death and native-provider attribution tests passed. Wheel build, isolated installed-wheel core import, and diff checks passed. Tested with current Core/context/OpenAI sources and streaming #65 (9db60faf); no live model requests or host changes.
Inspected consumers: Unified root and persistent-child resume, optional CLI adapter, and the mounted live loop. Core adds no application dependency. This PR changes future reconciliation; it does not remove or rewrite existing user history.
