Python: Add concise public namespace docstrings and clarify exports #9633

Problem

Public package namespaces do not consistently include concise purpose-focused module docstrings, and eager versus lazy export strategies make intended public boundaries uneven across packages.

Evidence

A simple audit found that approximately 26 of 58 inspected package init.py files did not begin with a module docstring. OpenAI provides a positive lazy-export example, while packages such as Redis eagerly import public providers. Root Core exports require synchronized lazy registries, runtime all, and stubs.

Desired Outcome

Add concise public namespace docstrings, make supported exports explicit, use lazy loading where heavyweight optional dependencies justify it, and preserve all existing public import paths. Do not turn private implementation modules into public APIs merely for typing or test convenience.

Language

Python
