Yes, sorry, I forgot to add the PR description here. This PR is still in draft mode and will stay until the other PRs to fix the issues raised on Windows are fixed. Unfortunately, we can use GitHub stacked PRs when submitting PR from a fork. Otherwise, this would avoid the issues with merge conflicts and it will make it simpler to follow along how are all the changes coming together to allow Infer run natively on Windows. |

This adds
windows-2025to the devsetup workflow's matrix, so that CI builds infer's Java analyzers on Windows and runs the same steps as on Linux and macOS, including the SIL and Java pulse tests. On Windows, infer is built with opam's Cygwin environment and the mingw-w64 compiler.This is a draft for now and will marked as "Ready for review" once the changes in #2269 are merged.
