chore(claude-lanes): repin review lanes to ci-workflows v0.42.2 - #792

Moves the pr-review and pr-review-security callers (repo-owned and the claude-lanes and claude-lanes-hosted components) from v0.42.1 to v0.42.2 (a623e29085a3be885718cf9c0c0eca85bb53dd97), which sets CLAUDE_CODE_DISABLE_BACKGROUND_TASKS=1 so review runs stop ending incomplete (ci-workflows#752). Registers both reusables at the new SHA in the runner-policy contracts as verbatim copies of their v0.42.1 entries. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
