fix(planning): export the restated deferred, planning-owned and decisions sections into the Brief #9895
Description
Problem
#6051 finding E1, owner decision (a) of 2026-10-18 ("export all seven sections in their latest form"). The restatement collects seven sections; plugins/planning/surface/exporters.py (around lines 943-1014 on main) reads only goal, constraints, acceptance, outOfScope (plus problem and workSize). Restated deferred, planningOwned and decisions are dropped, so /planning:plan never sees them.

Understood: the planning exporter drops the restated deferred, planningOwned and decisions sections. The fix is to export them into the Brief (the first two under "Deferred questions", decisions as a new "Decisions" section), document this in surface.md, and add a test. The issue also asks to check that the design and prd output stays unchanged, and to add a version bump and changelog fragment. The scope and done-when items are clear. I found no likely duplicates among the open issues. The parent issue #6051 is referenced.
