fix(planning): re-measure the interview page sticky decide bar at 1440x900 #9724

Outcome
The sticky decide bar's height at 1440x900 is measured on the current page through a browser drive, and
changed only if it still hides the question title. From #5795's still-reproducing list.

Done when
- Re-measure the sticky decide bar at 1440x900 (374-435 px before fix(planning): rebalance the interview page layout and add a someone-else-decides deferral #7278); change it only if it still hides the question title, and record the height.
- The PR body records the measured height in px at 1440x900 and whether the question title is visible above the bar.

The work-resolve-issue run that
