feat(app-control): add steps-file semantics to the control-skill contract #9588
Description
Slice A9a of #9507 (first half of poteto's A9 draft, comment).
Problem
#9507's optional machine-readable steps file is not in the contract.
Fix
## Steps filesinplugins/app-control/reference/control-skill.md: unique step ids, includes withprefix,with,kindandfinally, optional steps. The syntax stays the consumer's choice.- Evals for the semantics. Fragment: app-control minor.
