Slice A4 of #9507, from poteto's draft (comment) amended to the owner's decisions (script-fingerprint verb proposals are out of scope).

Problem

/testing:refresh-feature-map maintains only testing's map and lacks pstack's per-feature source wave, invariant-holding live pass and triage.

Fix

  • refresh action ports refresh-feature-map steps 1-6 and outcomes clean, changed, blocked, and adds: a read-only source wave of at most 6 per wave (fixed in the body until config-cascade: settings resolution and convention home #7571 gives app-control a config cascade); a live pass through /app-control:drive under pstack's three invariants; triage into doc drift, driver gap and product regression, with regressions reported and kept out of the PR.
  • Edits stay inside the control skill's directory. Branch control-skill-upkeep/<slug>, from the default branch, merged into, never rebased. An existing feature-map-upkeep/<slug> branch is reported, not adopted. Flat-to-folder and testing-format conversion, from any path, happen in the same upkeep PR.
  • Copy upkeep-skip.sh and its test into map/scripts/.
  • Port the 11 refresh cases and feature-map-maintainer-confines-edits; add one case per triage class, legacy-flat-map-migrates, source-wave-capped-at-six. Fragment: app-control minor.

Done when

  • bash plugins/app-control/skills/map/scripts/upkeep-skip.test.sh exits 0.
  • grep -n 'control-skill-upkeep/' plugins/app-control/skills/map/SKILL.md matches; grep -n -i 'fingerprint' plugins/app-control/skills/map/SKILL.md prints nothing.
  • Ported cases are non-inferior; the five new cases pass.

    I read this as slice A4 of #9507. It adds a refresh action to /app-control:map. The action ports the testing refresh steps, adds a capped read-only source wave and a live pass through /app-control:drive, and adds triage into three classes. It also asks for the upkeep branch rules, the upkeep-skip.sh copy, and the ported and new eval cases. The scope and done-when checks are specific. The issue says it is blocked by A2, so a maintainer should confirm that dependency is resolved before pickup. I found no exact duplicate among the open issues. Sibling slices for /app-control:map (check and create) exist as separate issues.

    Not admitted to the issue lane: a Feature needs an open parent issue a listed human filed that awaits no decision. A recorded decision does not change these rules (.github/actions/resolve-config/admission-rules.json); a person who wants it worked adds agent-ready.
