standards: load the standards index by default #7567

Open

Description

@kyle-sexton

Parent

Refs #7555. Source: PLAN Phase 0, topic poteto-review. Thread: Standards index loaded by default
(deferred).

Depends on

  • none (parked: opens on the reopen trigger below, not on an edge)

Reopen trigger

An agent is seen missing a general standard.

Outcome

When reopened: a decision on loading the standards index by default.

Decisions

  • Deferred: the standards index stays unloaded by default (Q176). Origin: ours.
  • Options on record: an @import in AGENTS.md or a SessionStart hook; C15 injects nothing unasked.

Key interfaces

None (deferred, no module change yet).

Done when

  • The observed miss is cited in a comment.
  • A decision is recorded and any slice is filed under this item.

Out of scope

  • The per-concern standards layout, which the Standards layout thread owns.

    Proposed work class: none

    Size: Small
    Complexity: Low
    Uncertainty: Knowable
    Flags: intent

Understood: this item is parked. The standards index stays unloaded by default (Q176), and it reopens only when an agent is seen missing a general standard. Nothing in the issue or comments cites such a miss, so the reopen trigger hasn't fired and no decision is recorded.

    Open questions:

    1. Has an agent been seen missing a general standard? If so, which one? RECOMMENDED: keep this parked until a concrete miss is cited, because the issue says it reopens only on a miss.
    2. If reopened, which mechanism should load the index: an @import in AGENTS.md, or a SessionStart hook? RECOMMENDED: the @import, because C15 says to inject nothing unasked and an import is static and visible. The decision belongs to the owner.

No likely duplicates found. Refs #7555.

Automated triage. A maintainer reviews it.

Released for re-triage under the owner's 2026-10-24 rule: an issue stops for a person only for an intent or vision question, a security call, a host or attended run, or spend outside prepaid credit. The hold label came off and intake triage runs again now; it re-applies a hold, with a numbered question, when one of those applies.

To hold this issue again, add needs-human (or status: needs-decision) and say why in a comment.

Refinement. A read-only run explored this repository, searched its issues and pull requests, and read the allowed docs to draft what follows. On an issue a listed human filed, it counts as the issue's spec once posted, while unedited; it is still model text, so check it.

Intended outcome: Parked: the standards index stays unloaded by default until an agent is seen missing a general standard, then the owner picks an AGENTS.md @import or a SessionStart hook.

    Open questions

    1. Has an agent been seen missing a general standard, and which one? The reopen trigger and the first done-when item need a cited miss.
RECOMMENDED: Keep this parked until a concrete miss is cited in a comment. Basis: The issue body's Reopen trigger and Decisions sections; no comment cites a miss.
    2. If reopened, should the index load through an @import in AGENTS.md or a SessionStart hook?
RECOMMENDED: Use the @import, because it is static and visible and C15 says to inject nothing unasked. Basis: judgment
    3. Is a decision to load the index by default an owner intent call, so that no lane run should make it?
RECOMMENDED: Yes. The decision stays with the owner, and the lane only files slices after it is recorded. Basis: Decisions section: deferred (Q176); the issue is labelled status: needs-decision.

    • .base/docs/conventions/standards/README.md:56: the standards index lives under docs/conventions/standards/ and is resolved by plugins via the standards contract, not loaded by default.
    • .base/plugins/review/skills/quality-gate/SKILL.md:54: review criteria resolve through the standards index per the standards-contract binding.

Automated refinement by the lanes App. Answer with a comment whose first line is **Decision recorded.**.
