Quarantined suite fails on main: plugins/planning/surface/surface-ui-c.test.sh #10473
The suite plugins/planning/surface/surface-ui-c.test.sh failed on main outside the affected set of the
merges since the last green full run, so no merge caused it and it demotes
nothing. It is quarantined: it keeps running, and while this issue is open its
failures demote no unattended merge, for at most 7 days from when this
issue was filed (merge.quarantine-days); after that they demote again. Fix
the suite, then close this issue.
Released for re-triage under the owner's standing direction (2026-10-27): a person is involved only for "1. A change to the original intent or vision. 2. A finding during implementation ... that changes the intent, vision or primary design. 3. A real HIGH/CRITICAL security or cost risk", where cost is anything that can bill (Azure, GitHub larger runners or private-repo Actions, paid storage, plan or seat changes) and model usage under the subscriptions or API credits is not cost. None applies here. The hold label came off and intake triage runs again; an open blocked-by edge, if any, makes admission wait for that blocker.
To hold this issue again, add needs-human (or status: needs-decision) and name which of the three applies.
The work-resolve-issue lane stopped partway through this issue and needs a person.
Why, in the run's own words:
Already fixed on main; nothing left to change, so close this issue. The quarantined failure in run 40513232280 (main ae46394, test-bash (5)) is the ui_c.6 Live-header flake that #10466 reported from that same run. #10506 (server pushes a state frame when a watcher's waiting changes, server.py:1075) and #10536 (ui_c.js waits on the server's listener state; closes #10466, merged 2026-10-28T10:29Z as 222d537) fixed it, and both are in this checkout at 8dcdac6. No code change was needed and none was made.
What the run says it did not do:
Could not run surface-ui-c.test.sh here: the lane runs only its wrapper scripts and has no playwright-cli. The full-tree main runs listed above are the evidence it passes now. Issue #10466 asks for 10 consecutive reruns on a test-bash leg after its fix, which is left to CI.
Could not read the failing job's log (403 without auth). The match to #10466 rests on that issue citing the same run, SHA, leg and suite.
Tidy, review, verify and checks steps skipped: the change is empty.
Closing per this record's rule (fix the suite, then close): #10536 merged the suite-wide fix for #10466, and its post-merge check ran surface-ui-c.test.sh 10 consecutive times on main 8dcdac6 with pass=10 fail=0 (recorded on #10466).
