   Understood: this is part 1 of 2 of #7583. It moves the AGENTS.md ## Code Review Rules list into per-concern standards files, links each file from REVIEW.md, and leaves AGENTS.md with one pointer line. The first done-when line is cut off mid-sentence ("the folder does not exist"). The target folder path and the concern split should be confirmed against #7583. Part 2 is #10232, a sibling and not a duplicate. It is not recorded as a blocker because the issue text doesn't say it must finish first.
