   Understood: this is part 2 of 2 of #7579, split at intake. It covers dossier branches per owning item in source-control. Its done-when has two items: the pre-push step's test must exit non-zero on a planted-token fixture and 0 after the revert, and every slice sub-issue must be closed by a merged PR.
