feat(work-items): decompose checks each criterion can fail at the base commit and asks what each slice demos #10048

Description

@kyle-sexton

Refs: #6924

What to do

W5 of #6917. In /work-items:decompose, check that each acceptance criterion (by id) would fail at the base commit, flag one that already passes, and ask for each slice what it demos.

Done when

  • git grep -n on plugins/work-items/skills/decompose/ shows the base-commit failability check and the per-slice demo question.
  • A decompose test or eval case exits 0 with a criterion that already passes at base being flagged.
  • bash plugins/skill-quality/scripts/check-skill.sh plugins/work-items/skills exits 0.
  • ci-status is green on the PR, and the PR body carries Refs: #6917.

Split by the owner's HITL session (2026-10-24, owner decisions C12 and Q93-Q95). Intake triage sets its fields.

    Proposed work class: work-class: scoped
Basis: automated intake triage; the lanes App applied this class.

    Size: Small
    Complexity: Medium
    Uncertainty: Known
    Flags: none
    Blocked by: none

Understood: change the decompose skill in the work-items plugin so it checks that each acceptance criterion (by id) would fail at the base commit, flags any that already passes, and asks what each slice demos. The done-when items are concrete: a grep check, a test or eval case, check-skill.sh, and a green ci-status. I found no likely duplicates among the open issues.

Automated triage, applied by the lanes App.
