No related issue: fleet repin to ci-workflows v0.39.0 in the GitHub Actions conventions migration.

Summary

Moves this repository's repo-owned ci-workflows pins from v0.38.2 (cf316d1) to v0.39.0 (6ba73b97b058602c4dd2bb6e2cce234d11011787), so the fleet runs one release.

Fix

Pin SHA and # v0.39.0 comment only, plus any repo-owned file that asserts the pin. Sync-managed callers and the synced runner-policy contracts are left to the standards sync. No pinned path moved between v0.38.2 and v0.39.0, and no caller-facing input changed for the reusables pinned here.

Verification

  • Every repo-owned uses: melodic-software/ci-workflows/... pin is at 6ba73b9; every pinned path exists at that commit.
  • actionlint passes on the changed workflows; the diff touches pin lines only.
  • The runner-policy contracts for 6ba73b9 merged in feat(runner-policy): add ci-workflows v0.39.0 contracts standards#732; this PR's runner-policy check passes once the standards sync delivers them.

No security issues found.

This PR changes a single line in .github/workflows/pr-automerge-dependabot.yml: it repins the melodic-software/ci-workflows/.github/workflows/pr-automerge-dependabot.yml reusable workflow call from the full-length SHA for v0.38.2 to the full-length SHA for v0.39.0, with a matching # v0.39.0 comment. No trigger, permissions, input, or secret-handling changes accompany the repin — permissions: stays contents: write / pull-requests: write as before.

This is a full-SHA-to-full-SHA repin (supply-chain pin hygiene), which this lane defers to zizmor's advisory lane per its routing rules rather than re-reporting here. No logic, authorization, injection, or trust-boundary surface was introduced by this change.

Claude's review

  • Gather context (PR diff, CLAUDE.md/AGENTS.md)
  • Verify PR body claims against repo state
  • Review changed file for correctness
  • Post findings / summary

Changed file (.github/workflows/pr-automerge-dependabot.yml): the pin update itself is correct — SHA 6ba73b97b058602c4dd2bb6e2cce234d11011787 with a matching # v0.39.0 comment, consistent with the stated v0.38.2 → v0.39.0 move. (I could not reach the GitHub API from this sandbox to independently confirm the SHA resolves on ci-workflows, so that specific claim is author-claimed/unverified.)

Finding: repin is incomplete — pr-require-checks.yml still pins v0.38.2

The PR's Verification section claims: "Every repo-owned uses: melodic-software/ci-workflows/... pin is at 6ba73b9." That's not accurate. A repo-wide search turns up 4 files still referencing cf316d12b4a14fbdb96a339b7ad00ce935a8cad4 (v0.38.2):

  • pr-check-managed-files-hosted.yml, pr-review-hosted.yml, pr-review-security-hosted.yml — each carries an explicit SYNC-MANAGED FILE: DO NOT EDIT IN THE CONSUMING REPOSITORY header, so these are correctly out of scope per the PR's "sync-managed callers... left to the standards sync" statement.
  • pr-require-checks.yml has no such header — it's repo-owned — and still pins v0.38.2 in two places:
    • L131 — check-contract@cf316d12b4a14fbdb96a339b7ad00ce935a8cad4 # v0.38.2
    • L139 — aggregate-results@cf316d12b4a14fbdb96a339b7ad00ce935a8cad4 # v0.38.2

This leaves the fleet split across two ci-workflows releases rather than the one this PR's title and Summary claim to achieve, and the Verification bullet overstates what was actually checked. Repinning these two lines to 6ba73b97b058602c4dd2bb6e2cce234d11011787 # v0.39.0 would close the gap (contingent on the standards#732 runner-policy contracts covering these two actions at that SHA, same as the rest of this repin).

P2 Badge Repin the other locally owned ci-workflows actions

This updates only the automerge caller, while the locally owned required-check workflow still invokes check-contract and aggregate-results at v0.38.2 in .github/workflows/pr-require-checks.yml:131 and :139. Consequently the repository is not actually converged on v0.39.0, and because .github/dependabot.yml:40-44 explicitly ignores every melodic-software/ci-workflows dependency, these required-gate actions will remain stranded until another manual repin. Update those two pins alongside this one, as the preceding v0.38.x repins did.
