Fix packet/APRS transponder modes for IC-9700 FM-D - #184

Set DATA-FM on packet, APRS, and digipeater entries that were catalogued as plain FM so TransponderCatModes.IsData matches and CI-V data mode is selected on the IC-9700. Fixes #183. Co-authored-by: Peter Goodhall <magicbug@users.noreply.github.com>

When
uplink_mode/downlink_modein the transponder database are plainFM,TransponderCatModes.IsData()does not match and the IC-9700 driver stays in voice FM instead of selecting FM-D (CI-V data mode). This affected SONATE-2 APRS at 145.825 MHz and several other packet/APRS/digipeater catalogue entries.Changes

The published copy at tle.oscarwatch.org/satellite_database.json is separate from this repo bundle. Apply the same mode updates there when publishing, or operators who merge from remote will need a follow-up publish for the fix to appear via Update transponder database.
Testing
dotnet test OscarWatch.Tests/OscarWatch.Tests.csproj --filter FullyQualifiedName~SatelliteDatabase -c Release(48 tests passed).
