…nch cleanup - FORK_GOVERNANCE.md: ownership map for the 8-commit guarded patch set on main, conflict policy, drift register (merge base c36e4e4; 172 upstream commits / 1153 upstream history), branch inventory and sync cadence. - script/upstream-sync: creates upstream-sync/YYYYMMDD from origin/main, attempts merge/rebase of upstream/main, never pushes main; --push/--pr flags, conflict report via --report-conflicts. - .github/workflows/upstream-sync.yml: workflow_dispatch + monthly schedule, actions/checkout pinned to v7.0.1 SHA, opens PR against main only. - Deleted 15 remote branches whose tips were verified contained in main (gh compare ahead_by=0, no open PRs); all unmerged branches retained.
