ci: stage the regenerated lock files with git add -u - #37

The pathspec used before ('packages.lock.json' at the top level) matched
nothing in most repos, git add failed, and the job reported the lock files
as consistent without pushing anything.

The refresh regenerated the lock files but its git add used a pathspec that does not exist at the top level, failed, and the job reported 'already consistent' (seen on ObdGarage #16). git add -u stages every modified tracked file, which in this job can only be lock files.
