Add license compatibility checker and refactor tree structure

Implements license compatibility checking for forking/combining projects, extracts decision tree into separate module, and adds test suite with CI.

Tree Refactoring

• Extracted decision tree logic from main.zig into src/tree.zig
• Exports Node, NodeType, and decision_tree structures
• Tree verified: MIT (4 hops), Apache-2.0 (5 hops), all 17 paths validated

License Compatibility Checker

New CLI mode for determining which licenses can be used when combining projects:

Enter licenses: MIT, Apache-2.0
✅ Compatible licenses:
  • MIT
  • Apache-2.0
  • GPL-3.0
  • LGPL-3.0
  ...

Compatibility details:
  ✓ MIT + Apache-2.0: Permissive licenses are broadly compatible

Implementation (src/compatibility.zig):

• License enum with 15 licenses (MIT, GPL-, BSD-, Apache-2.0, LGPL-3.0, MPL-2.0, etc.)
• isCompatible(existing, new) - pairwise compatibility rules
• findCompatibleLicenses(licenses[]) - returns all valid options
• Case-insensitive parsing for UX
• Handles special cases (Apache-2.0/GPL-2.0 incompatibility, OFL-1.1 restrictions)

Compatibility rules:

• Permissive (MIT, BSD-*, Apache-2.0): broadly compatible
• Strong copyleft (GPL-*, AGPL-3.0): require same/compatible license
• Weak copyleft (LGPL-3.0, MPL-2.0, EPL-*): file-level, more flexible
• Public domain (Unlicense): compatible with all

Test Suite & CI

• src/tree_test.zig - tree structure validation, path verification
• src/compatibility_test.zig - compatibility logic, edge cases
• .github/workflows/ci.yml - runs tests + builds on Ubuntu/macOS/Windows, format check
• zig build test command support

Documentation

• COMPATIBILITY.md - comprehensive guide with scenarios and best practices
• README updated with compat mode usage
