GitHub only closes linked issues when a pull request is merged into the default branch, so issues fixed in dev stay open. This workflow runs on push to dev, finds the merged pull request for the commit and closes open issues in this repo that are linked under Development or referenced with Closes/Fixes/Resolves #N in the description. Each closed issue gets a comment pointing to the pull request.
