release: installer and chart 1.1.1 with LibreDB Platform 1.1.0 - #45

The tag installer-v1.1.0 failed in its build job before it published anything (run 40053893784, fixed by #44), and the repository's tag rules keep it from moving, so the release is 1.1.1. It pins the same Platform 1.1.0 image and Studio 1.0.0; release:record writes release/history/1.1.1.json, the chart takes version and appVersion 1.1.1, and its jobs bundle is rebuilt on the new manifest.
