refactor: move useAccessibleOrgs from custom to hooks #1811

Current Behavior

src/custom/useAccessibleOrgs.ts is currently located under the custom directory, but it is a React hook and appears to be better suited for the src/hooks directory.

Expected Behavior

• Move src/custom/useAccessibleOrgs.ts to src/hooks/useAccessibleOrgs.ts
• Update all imports and references to the new path
