What changes

• Compile descriptors into variation, tool, and skill projections.
• Read static repository dependencies.
• Group edits by physical file.
• Reject stale and overlapping edits.
• Reparse and verify complete results.
• Restore earlier files after a later publication failure.
• Add compile, dependency, safety, and rollback tests.
