Overview
This PR cuts release 7.22.0 by bumping the Release Please manifest, internal/version.go (SDKVersion), and adding the 7.22.0 section to CHANGELOG.md. No application logic changes appear in the diff itself—the release aggregates work already merged since 7.21.2.

7.22.0 improves FDv2 data-system resilience: synchronizers are parked instead of retired after unexpected failures or when they report Off / close their results; FDv1 fallback ends after a default one-hour TTL; status listeners get an Off broadcast when the data system stops; synchronizer startup no longer resets StateSince; messaging clarifies retries after unrecoverable HTTP errors.

File-based overrides get polling when file watch is unavailable, case-insensitive duplicate-path handling on Windows, a warning when offline mode skips overrides, and preserved override marking for migration flags with unrecognized stages. Client shutdown no longer hangs when a status listener queue is full.
