Fork PR checkout blocked after bump
High Severity
Bumping actions/checkout to v7.0.1 blocks checking out fork PR code on pull_request_target unless allow-unsafe-pr-checkout is set. This workflow still checks out the fork head SHA after the safe-to-test label, so go-test and e2e-tests will fail at checkout instead of running.

persist-credentials: falseon fork-sensitive jobs stay the same.Note for reviewers: v7 tightens defaults around unsafe fork checkouts on
pull_request_target/workflow_run.
