Overview
This PR is a Release Please cut for LaunchDarkly.ServerSdk 8.12.2. The diff only bumps version metadata: .release-please-manifest.json, LaunchDarkly.ServerSdk.csproj <Version>, CHANGELOG.md, and PROVENANCE.md example SDK_VERSION.

The release documents one bug fix from #260: FDv2 polling now sends the client’s selector state using the basis query parameter (see FDv2PollingRequestor), instead of an incorrect parameter name—so incremental FDv2 polls can align with the server’s expected contract.
