What changed
Adds a temporary documentation marker and diagnostics to the dogfood Verify job.
Why
Exercises the deployed Open Actions control plane with a pull request synchronization event. The smoke test verifies that Open Actions runs the workflow, publishes a GitHub Check Run, and links that check to the authenticated dev Console for run details and live logs.
Impact
No intended product behavior changes. This test PR should be closed rather than merged after the dev-cluster run and Console are confirmed.
