Adds PR Risk Labeler, a composite GitHub Action that labels pull requests
risk:small|medium|large|criticalbased on diff size AND whether any changed file matches a configurable critical-path glob (infra, migrations, payments, etc). It posts a single, self-updating PR comment with a reviewer checklist so teams don't have to manually cross-check a CODEOWNERS-style mental list of sensitive paths on every review.Zero runtime dependencies, MIT licensed, fits alphabetically under Tools.
