feat(skills): add EU Data Act regulation skill

Summary

• Add the 806-regulations-eu-data-act skill source, Data Act chapter summary, engineering examples, and report template.
• Register skill 806 in the generator inventory and add Gherkin acceptance coverage plus documented acceptance prompt registration.
• Add EU Data Act example engineering review reports and mark completed OpenSpec tasks.
