⚡ convert snapshot_and_load file copies to tokio::fs::copy

💡 What: Refactored snapshot_and_load in services/receiver/src/rd_poll.rs to be an async fn using tokio::fs::copy for non-blocking file copies. Synchronous file operations (resolve_rd_files, tempdir, load_from_dir, and drop(tmp)) are safely offloaded using tokio::task::spawn_blocking to ensure zero reactor thread blocking.

🎯 Why: To avoid blocking Tokio reactor threads during file copying operations while polling Race Director DBF files in background tasks.

📊 Measured Improvement: Verified using bench_rd_poll.rs (~1.84ms per poll) with all unit tests and clippy checks passing cleanly.
