[PB-6387] upgrade onnxruntime-web

Description

onnxruntime-web dependency was fixed at version "onnxruntime-web": "=1.23.0", because never versions were slightly bigger than 25 MB, which caused the Cloudflare build to fail (Cloudflare has a hard limit of 25 MB).

This PR fixes it and upgrades to the latest version.
