WordPress Plugin Check's plugin_repo category disallows heredoc syntax.
rsync --exclude-from with only "dir/*" patterns deletes directory contents but keeps the empty directory, so .github/ shipped in the Plugin Check build and tripped the "Hidden files are not permitted" check, as did languages/.gitkeep. Add bare directory patterns alongside the existing /* ones and ignore .gitkeep files.
