Adds the
2026q4-nimlibp2p-nimbus-downstream-cicommitment to the p2p 2026q4 roadmap and links it fromcontent/p2p/index.md. Today each nim-libp2p change needs a manual test in nimbus-eth2 on the sharednim-libp2p-auto-bump-unstablebranch. Only one person can test at a time, and the scheduled bump can overwrite a test in progress. The commitment plans a label-triggered flow with one nimbus-eth2 branch per pull request, one status check on the pull request, and the Nightly build for native changes.
