`nimlibp2p-partition-cut` lets the network form as one, labels the two sides (and the anchor) at readiness, applies the partition policies `cut_at` seconds into publishing and deletes them `heal_at` seconds later. The split and heal steps move to a shared `PartitionBase`; `nimlibp2p-partition` is unchanged. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
