chore: sync agent rules with local claude config - #25

Merge overlapping bullets, and move godoc, gutil/chi/GORM, golangci-lint output caps, and coverage toolchain rules into the go-repo skill, which now triggers on writing Go. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

a7e8593 prunes the rules (11.6KB to 8KB) and moves the Go-specific ones (godoc, gutil/chi/GORM, golangci-lint caps, coverage toolchain) into the go-repo skill, which now triggers on writing Go. The same body lands locally through icco/dotFiles#26. |

# Why Puts global Claude Code and Codex rules plus the `commit-push-pr` and `go-repo` skills under `specific/`, so `task infect` links them into `~/.claude`, `~/.codex`, and `~/.agents` on any machine. Why
Adds general rules from local agent memories that AGENTS.md was missing (exact deliverable fields, status-doc style, template checklists,
!for breaking changes, CI-generated docs, and similar). Server-only bullets now sit under one Environment section, so everything below it is identical to the local CLAUDE.md.Risks
Agents pick up the new rules on the next container start. The strings
tests/routing.test.mjsasserts are unchanged.
