[patch] Added a temp delay before Facilities FVT

1. Description

During FVT runs, we have observed 2-3 random test failures across multiple executions due to the application being unavailable on the login page. This issue is occurring across several pipelines, including fvtcpd and fvtmng.The root cause is that Manage and MREF are installed in parallel. Initially, the integration URL returns an empty value. Once Manage becomes available, the actual value is returned, which causes MREF to restart. Our expectation is that the integration URL should be available earlier in the installation process. As a temporary workaround, we have introduced a 45-minute delay to ensure that Facilities FVT tests are not impacted until a proper fix is provided by the Manage team.
