Adds .pre-commit-config.yaml and scripts/strip_legacy_license_header.py. Replaces legacy HEAVY.AI/OmniSci/MapD headers with NVIDIA SPDX block; adds SPDX headers to source files that previously had none.
Directly inserts NVIDIA SPDX license headers into files that did not receive them in the previous commit (verify-copyright only updates files that already have some form of copyright header). Part of org-wide SPDX header rollout (see heavydb-internal#8287).
