Fixes #12186 by avoiding the problem, giving HLS and
hbdtheir own sharedcabal.hie.projectand each their own cradle. Stacked on #12416 (depends-on: #12416). Adds notes to the contributing guide on the use of HLS with the haskell/cabal project.#12369 could remove the need for an
hie.yamlcradle for HLS.
