Ports upstream PR github#3406 (commit 1c7d37aac4bc9697bdbe853a844e6c502d07c30c) onto this fork's typed Actions implementation.

Changes

• Adds watch_workflow_run to actions_get, with an optional timeout_seconds parameter (default 45, maximum 600).
• Waits server-side for a workflow run to complete, emits progress notifications when a progress token is supplied, and honors request cancellation.
• On timeout, returns the current run status with completed: false rather than treating it as an error.
• On an unsuccessful completed run, reports failed jobs and points to get_job_logs with failed_only: true.
• Adds a typed watch output variant and adapts the upstream tests to the fork's typed Actions test harness.
• Updates the actions_get schema snapshot and README documentation.

Validation

The integration workflow verified the pinned base and upstream SHAs, generated the expected schema snapshot and documentation, then passed:

• go mod tidy -diff
• bash script/test (go test -race ./...)
• go build ./cmd/github-mcp-server
• git diff --check

It committed the port only after those checks succeeded. Upstream commit: 1c7d37aac4bc9697bdbe853a844e6c502d07c30c.
