ci: run on GALADRIEL self-hosted runners - #13

Move jobs from GitHub-hosted runners / the offline Mac (ebay) to the org-wide self-hosted pool on GALADRIEL: runs-on [self-hosted, Linux, X64, galadriel] (Docker-in-Docker, x86_64). Also point GHCR image refs from ghcr.io/gmcouto/* to ghcr.io/biel-homelab/* after the repo transfer to the org.
