Task-ID: none
Publish the merged image-independent process bootstrap from PR #29 (Task 33.03.33) as compatibility set 0.0.116-globster.10. Pin every build checkout and reusable workflow to protected merge 9876635 and its exact tree. Fresh tags preserve immutable older releases.
This is a deliberate release publication prerequisite, not a separate implementation task. Staging adoption is tracked by Task 33.03.34; production remains held.
Validation: full pre-commit passed; source commit/tree verification passed; chart rendering, Helm lint/package and embedded receipt verification passed with fixture digests. The merged implementation passed the full local CI, 224 driver tests, 64 Helm tests and a managed ARM Kind startup with 1 GiB and no image map. Remote publication will generate and attest the actual artifact digests before adoption.
