Description

Bring release-23.0-github up to upstream release-23.0 at 19c0637: 31 backports merged upstream after v23.0.8. release-23.0 was fast-forwarded to that commit (4688d49..19c0637) with no history rewrite. Version string is 23.0.9-SNAPSHOT; this is not a tagged release.

Runtime-affecting changes:

vtgate planner: None routing when merging unions (vtgate: fix None routing handling when merging unions vitessio/vitess#20629); row comparisons with unmergeable subqueries (vtgate: support row comparisons with subqueries that can't be merged vitessio/vitess#21634)
evalengine: TRIM removes every repeated remstr (evalengine: remove every repeated remstr in TRIM vitessio/vitess#21237)
tabletserver: sequence cache updated only after the refill commits (tabletserver: update the sequence cache only after the refill commits vitessio/vitess#21375)
ERS: proceeds without the primary only when stopping replication (ERS: only go on without the primary when stopping replication vitessio/vitess#21658)

The remaining commits are CI, test, and packaging changes.

GitHub-only adaptations from #249 merge without conflicts and are byte-identical afterward: the 14 ./.github/actions/... path rewrites, the VTOP_RUNNER override in vtop_example.yml, and -github suffix handling in tools/get_previous_release.sh. Upstream adds 4 more $/.github/actions/... references (new cluster_endtoend_disk_health_monitor.yml, plus unit_test.yml). They are left as upstream ships them, consistent with the 81 existing references on this branch. Watch those jobs in CI.
