Closing this historical report as requested following the merge of #68183. The merged change corrects the demonstrated workflow-local publication/tool contract without changing permissions, credentials, sandbox restrictions, or output limits. Hosted completion remains unverified; the separate reviewer AWF API-translation failure is not fixed by this PR.
