one PR had changes in 80 docs pages (although they were tiny changes). triggering review for these many page will overload the production unnecessarily. although this is not an issue as of now, because in order to trigger the review, one needs to label manually and we can skip when these many changes are there.
But when we label PRs automatically for the review, we should deal with this challenge.
