✨ task-000: add VotingSystem module

Summary

• Add the VotingSystem community module from the uploaded export
• Keep the /vote command and reward config fields for voting-site rewards
• Harden the uploaded code with URL encoding, sanitized error logging, reward schema validation, and safer post-claim reward handling

• npm run build
• node --check modules/VotingSystem/src/commands/vote/index.js
• node dist/scripts/module-to-json.js modules/VotingSystem /tmp/VotingSystem-export.json
• git diff --check

Runtime QA

• Not run against a live game server yet; vote-site behavior requires real voting-site credentials and a configured test server.
