This re-adds double escaping for metadata. Also files written with SOPS 3.13.0 and 3.13.1, which do not use double escaping, can still be read. Signed-off-by: Felix Fontein <felix@fontein.de>

Fixes #2188.
The new version now handles files created by SOPS < 3.13.0 and files created by SOPS 3.13.0 / 3.13.1. The format written can be read by SOPS < 3.13.0.
