Shared queue instrumentation helpers #3123

sentry-rails' ActiveJob integration and sentry-sidekiq's standalone integration both implement the same generic job plumbing (consumer transactions, publish spans, trace headers, error capture). Extract it into shared helpers in sentry-ruby so it isn't duplicated.
