Sidekiq: extract shared building blocks #3122

Refactor sentry-sidekiq so its Sidekiq-specific logic (retry policy, job context, latency, ActiveJob wrapper detection) lives in reusable pieces that both the standalone integration and the upcoming ActiveJob-first path (see #2937) can use.
