feat(sveltekit): Support stable SvelteKit 3 - #25009

Narrow the peer range to stable 3.x and test the e2e apps against the latest SvelteKit 3 release instead of the next tag. Both apps now run as required E2E tests. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

2.x || 3.xand runs thesveltekit-3e2e apps against the latest 3.x release as required tests instead of the optionalnexttag.
